The Incident

On November 12, 2023, a portion of the under-construction Silkyara Bend - Barkot tunnel collapsed, trapping 41 construction workers inside. Approximately 200 meters from the tunnel's entrance is where the collapse happened. The tunnel collapsed as a result of the landslide's huge material falling against it. The mounds of debris cut off the oxygen supply to the workers.

The Rescue Operation

Rescue operations, led by the National Disaster Response Force (NDRF), the State Disaster Response Force (SDRF), Uttarakhand Police, and engineers from the Indian Army Corps of Engineers, were immediately launched. The operation, aptly named “Operation Zindagi,” involved drilling through the debris in the tunnel. Two tunnel boring machines were deployed during the rescue efforts.
Communication with the trapped workers was established using a wider pipe. The pipes were used to provide dried fruits and other foods (including hot meals consisting of rice and lentils), oxygen, and other essentials to the men along with a small endoscopic camera to film and communicate with them.

The Outcome

After 17 days of tireless efforts, all 41 workers were pulled out from the collapsed Silkyara tunnel. The workers were then taken to a community health centre where a special 41-bed ward had been set up. Union Minister V K Singh and Uttarakhand officials were present during the rescue operation.

The Aftermath

The incident has raised questions about the safety measures in place during the construction of such large-scale projects. The Silkyara Bend–Barkot tunnel was being constructed as part of the Char Dham all-weather road project connecting four sites sacred to Hindus. Environment experts have criticized its construction despite the fragile ecology of the region.

Conclusion

The successful rescue of the 41 workers from the collapsed tunnel in Uttarakhand is a testament to the power of human resilience, teamwork, and the indomitable spirit of survival. It serves as a reminder of the risks involved in such large-scale construction projects and the need for stringent safety measures. The incident also underscores the importance of swift and effective disaster response mechanisms in saving lives.
